TC was founded in 2008 by President of Neo-Japan Hirohito, starting from the district of Celite and slowly expanding westward towards Erohen forming Yuu and Soba. A statue was made in the homage of Hirohito at the center of Celite, although it has long since been vandalized and destroyed ever since the government abandoned further projects in TC in 2010.
The most well-known aspects of Tomoko Central are its abnormally high anomaly and crime rates, easily dwarfing every other city in Asia and Europe in numbers. It has double the crime rate of Jiruo's most populated city, most likely due to its reputation as an unofficial shelter for Jiruonian refugees, as well as deserters of the Jiruonian Wars and of TXT. Despite no governmental support whatsoever, the culture of TC remains bustling to this day, with the district of Soba especially being a meeting point for youth due to its high cultural exchange rate with Jiruo, Gensokyo and, surprisingly, the Interstellar Government's enemies, the Orions and the Mahou Shoujiety.
Before the foundation of Tomoko Center proper, the region at the shadow of Mount Erohen was used as a secret test site by the government of Iguma, called Laboratory 56-F, wherein they conducted illegal and inhumane scientific experiments on the villagers who lived around the region. They would destroy any villages settled near Mount Erohen and kidnap their people in order to use as test subjects, all without the knowledge of the Japanese government and any other authorities. Four years later, after the founding of Neo-Japan and the rapid advancement in technology and culture the country would undergo, new leadership was necessary. With Hirohito in charge of Neo-Japan, he would turn the once non-confrontational post-war country into a force to be reckoned with. War was brewing with neighboring countries and Japan began accepting outside help more than ever, its now quarreling nature going against all it stood for after World War 2. Preparing for a War like no other, the United Kingdom decided to settle their soldiers on a camp near Mount Erohen, thus inevitably coming into contact with myths and legends of a human-eating, vicious monster, hiding in its shadow. While celebrating their arrival in the country with drinks and laughter, a group of inebriated soldiers went on a trip towards the region of 56-F on a dare, to verify if the legends and myths were true after all. The soldiers came across the laboratory, which looked fully abandoned from the outside, so they walked in without a care. Reports end there. After their disappearance, more and more British soldiers began to go missing near the camp, eventually getting the UK government as a whole involved in the matter. With the aid of helicopters and drones, after nearly two decades, Iguma's laboratory was found and raided by thousands of soldiers, triggering its countless alarm systems and notifying Emperor Borges of their presence. With the lab being raided and knowing a massive War could not be stopped, Iguma promptly realized they had to get rid of all evidence of their experiments in order to not further complicate matters with their allied countries. Thus, their first project and final resort, the thermonuclear weapon F01, which they named "Wiper", was promptly activated. Destroying everything in its path, the bomb was like what no one had ever seen, creating a massive crater on the shadow of Erohen.
A year later, despite the radioactive fallout, Hirohito in his efforts to save face after the tragedy, decided to build a cultural hub at the crater of Mount Erohen. That was Tomoko Central, named after the Empress of Britain, Tomoko C. Phucker Kuroki.
